paypal is a site that allows payments to be made to others via email address.
and payments can be made as well.
you will need to set up a paypal account to use this option

yes just open a pay pal account it is similar to a bank account funds are transfered from one account to another,,
you are notified when money is transfered into or out of your account
I have used pay pal many times it is safe
