He wants to sound like real folks. However, he is arrogant and has such inexperience in dealing with people outside of the upper crust that he thinks they're all inarticulate boobs. In other words, his public speaking is a parody of the lower class, it's his attempt to relate to them and it's nothing more than a cynical act. Have you noticed that Bush's speech is fluid and his sytax is correct during one-on-one interviews and when answering questions at a White House press conference.

C'mon. Give the guy a break. His speaking is probably better than you or I would speak under the same circumstances. One wrong word ends up can change the entire meaning of what he says or will give ammunition to those of us who would make him eat them.
