Yes, but not in north america. Subaru had been making the STI for many years for sale in the rest of the world, the 2004 model year car was the first for sale in the US.

The first guy is right, 04 is the STi's first appearence in the US market, Subaru has produced the STi since the early 90's but was not sold here untill 04. You will never see a bugeye (02-03) wrx STi in the US, because they WERE NOT SOLD HERE, I cannot tell you how many people have asked me why I didnt just get an STi when I bought my 02 wrx..
A bigger wing does not make an 03 wrx an STi

The first-generation STi was introduced to Japanese and European markets in 1994, but not to North America. In North America, the WRX was introduced in 2002 and the STi in 2004 (second-generation Impreza).

The guy who said the 2004 was the earliest is wrong. I worked at a Subaru dealership in 2002 and have driven many sti's.
