I don't know about TV, but I used to work in radio, and I can tell you that the commercials ("spots") are recorded at one volume and the regular shows at another. The announcer can change the volume at any time during the broadcast, but it often isn't worth it because the commercials are so short.

The above answers are correct, though it used to be illegal, they have never enforced that to my knowledge. I just pause the program for the 30/45 seconds the commercials take and then skip them completely.

They are done that way to draw your attention to the ad.
Some tv's do have a function to normalize the sound difference.

often people walk away from the TV durring advertisments, to get a snack, or use the bathroom, etc. Advertisers want to make sure they have the greatest chance of you hearing about their product.

its a sales ploy. its the same as using flashing lights, it grabs the attention of the watcher, or listener
