No Clinton is only responsible for his own stupidity. Bush is not stupid as he was accepted and graduated from one of the best schools in the country. If you think he is dumb for taking the war to the terrorist then you are like many liberals. What should he have done let the terrorist continue attacking us without fear of reprisal?
That is what Clinton did and look at the results.
