I think if you try Partition Magic software, you can do this. Not totally sure though. Check it out on the web.

You can easily merge your existing partition using Disk Director by Acronis. Disk Director is very reliable program which can merge, split, copy, move, resize, and hide partitions without any data being lost. Since Disk Director has very simple interface it won't take you long to accomplish your task.

A HD has to be partitioned, for it to work, otherwise you have a paperweight.
You need to repartition the HD, which will wipe out all data on your HD. Backup, all of your data, before doing it.

No, in order to re-format your drive you should re-install your Operating System (eg. windows)
