I have the same problem, but to a greater extent. I have growth hormone deficiency, and ended up at 4'10" with only a 26 inch inseam. Other than Ralph Lauren, who had the wonderful idea of making extra short pants with that inseam in all available waist sizes, your best bet is to find a good tailor. I have to have 7 inches taken off regular sleeves and 4 off petite sleeves if they aren't the kind you can roll up or otherwise turn over, and thank goodness I found a good tailor who understands the problem. Only tops I found that fit right off the rack are the Behnaz Sarafpour ones from Target. The fact remains that you may even have to have the petite sizes altered. That's what happens in a nation where 99.2 percent of the people are taller than you are. Go ahead and buy what you like, and have a good tailor fix it up for you. You can't fail that way!

Casual is VERY hard for me and always looks baggy, so I try to go a bit dressier. It looks nicer, I think, on a short statured person--more dignified.

I am not familiar with a lot of the US stores but in Canada, American Eagle and sometimes Old Navy are the best places to go for short length jeans. They carry a lot of items in extra small, as does Bluenotes. We also have a chain here called Laura Petites which is dressier clothes for short/petite women. As embarrassing as it may seem, the girls department at your favorite stores will probably have some pretty nice stuff too. And I don't know about you but where I live the tax is cheaper on kids stuff.

Forever 21
BCBG Max Azria

Hollister has a really good selection of jeans. They have every style you can think of, and inbetween sizes. As far as shirts go.. just try on all the sizes and types of shirts and see which one you feel the most comfortable in.
