Why do some stores deface the tags in the clothes?

If you buy them from a store like TJMaxx and it is brand name they do that so you can't return it at a department store and get full price.

Often when a store defaces its tags, cuts the tags, and/or splits the tags, that usually means that it was either slightly imperfect or stolen merchandise. These goods are usually not allowed to be sold, but being that it was stolen, or somehow misplaced, stores might receive them and illegally sell them as normal unmarked clothing.
