it depends on how busy the garage is and if he knows what he is doing. i believe a good mechanic can do it in 30 minutes or so

Just pads.....it takes maybe 10 mins on each side. Total 20 mins absolute max charge our rate should be 1/2 hr. The most time for this job is taking the tires off and on the vehicle. If the rotors needed to be replaced add another 5 mins to the job.
Forget about resurfacing the rotors it is cheaper to get new ones out of the box and with new rotors less chance of cracking a rotor.

A good Auto Tech should be able to do it in 15-20 min. However most shops charge what is called Flat Rate. This is a pre set cost for labor. EX.= if flat rate is 1hr labor and labor is $60.00 per hr that is what the charge is no matter how long it take the Auto Tech to do the job..be it 20mins or 90mins

Just a pad swap takes about 30 mins. If the rotors are going to be turned, add another hour.

If it's in a commercial garage with a lift and pneumatic tools? About 15 minutes total, start to finish.
