I would say after the second season, just because the movie was released halfway through the second season.

well at animax it depends on the sched.
last time the sched was this
7:00-7:30 pm= cardcaptor sakura second season
7:30-8:00 pm= windy tales
8:00-8:30 pm= tsubasa chronicles
well ask animax it depends on the sched. and what the others
request....

It doesn't really follow the storyline- so you can watch it anytime. Probably before the second season is best, though.
