The linesmen signal touchdown most of the time. Back judge, field judge, and side judges assist with such calls on long pass plays that score when the linesmen can't get downfield quickly enough. Referees merely relay the signal to the scorekeeper. Umpires NEVER signal touchdown because they're never in position on the end of the line to see a touchdown. If they do, they're not officiating where they SHOULD be, which is around the offensive and defensive linemen, assisting the referee with QB, P, or K protection, tipped passes, fumbles, and penalties close to the line of scrimmage. Umpires will however ASSIST linesmen in making a TD call if the linesmen cannot see the ball breaking the plane of the goalline in player possession. The linesmen will ask the umpire if he can see the ball over the goalline in player possession. If he does, he says "yes" or "no" assisting in unpiling the players and when confirmation is made, he gives VOCAL CLARIFICATION ONLY because he's not on the END of the line to see; he's in the defensive backfield, therefore he can't actually judge due to the line of sight he has.

It all depends. If its a short run at the goal line its the Head Linesman and/or Line Judge. In the event of a long TD run/pass it would be the Field,Side, or Back Judge signaling. However, when the play is over w/o penalties, etc. The Referee will face the pressbox and signal it an official TD

Why are some of you idiots saying if the ball is inside the 20 on an unnessary roughness penalty it is half the distance? Last I checked unnessary roughness is a 15 yard personal foul. Therefore the call would be half the distance from inside the 30 yardline. You know, 30/2=15!!! Anything inside or on the 30 would be put half the distance if the penalty is 15 yards. Otherwise a team could get a personal foul on say the 22 and wind up with the ball on the 7 yardline. That ain't what happens, ever. Learn the rules before commenting ON THE RULES please.
