Well I took a computers class and we used multiple applications, first we used Edit pad lite, we would use that for the code, then we would use I believe it was called Macromedia Dreamweaver, and Macromedia Fireworks for pictures.

you can search for website templates that are free. They are all nice designs and work well with leading page maker software.
