First off, DHCP (that is what gives you a dynamic IP address) has a lease time that the computer is allowed to use that IP. Half way through that time, the computer tries to request a renewal so you retain the same IP indefinitely unless either the server gives you a new address (forced to by the admins in maintenance on the server) or if you are disconnected fr longer than the lease time.

With the above said, trying to do what you are wanting to do generally will not work. Since the server remembers your MAC (physical) address and saves what IP it assigned to that address at what time and how much time is left on the lease, nothing you can do will change that IP.

Also, stop trying to bypass the restrictions on there. It is because of people like you that try to be greedy on there and want everything for free and right now that make those services go away and also make them suck for speed. Before you leechers got to it, it was fast and no wait times. Now there is wait times and security codes and such.

You can use public proxy servers (just search on Yahoo) or programs like "Hide IP Platinum" to hide your address behind other servers around the world.

If Rapidshare bypassing is your goal they may not always work. These guys have excellent "sniffers" to detect & recognize most all proxy servers used by people trying to bypass their download limitations.

They will assume you are using "bot" software & block you. If you're lucky you may find one that works, however, they rarely work for long.

A word of caution : many of the free Proxy Servers are hosted by groups that have alterior motives like hacking into your PC in search of personal & banking info.
Proceed with caution.

We recommend using http://www.vpnmaster.org to unblock internet sites. I am using their services for more than 3 years without problems.

right click my network places, properties, then under your ethernet connection, click the properties on that, double click on your tcp/ip settings and then you can specify the ip address that you want. most internal IP addresses start with 192.168.1.X

request a static ip from your isp, or if you want to stay dynamic and just get another ip, then log into you router and generate another one.
