Never would Poisoning be recommended. It's a cruelly painful death and dangerous to boot. Non target wildlife (like songbirds) may get hold of it or even children or pets. Also the poisoned body may be poisonous. The bird will probably die in an inacessable location and stink to high heaven.
I understand the damage they can do. Yes, as said before, they can eat a lot of bugs, weeds, and aerate the soil as well as leave fertilizer behind, but they also love to eat green leaves, flowers, and their scratching can up root young plants and destroy hours of work.
Any chance that poultry violates a zoning ordinance in your location. I hate the legal route but it's better than poison.
If they belong to a neighbor, try to explain the problem. Ask them if they would like some of the chicken and dumpling you WILL make when you wring a few necks, or if they'ld rather you just stack the bodies on their porch.
Another solution is to get some 1 inch mesh poultry fencing from the farm or hardware store and cut it to fit around your plants. Anchor it to the ground with clothes hanger wire cut and bent like a large hairpin, a little mulch will hide it. This will put a stop to the scratching and digging. It's criminal (or should be) that you have to go to the expense and bother because some one else won't behave in a responsible and neighborly manner. You have my sympathy, but don't, please don't, use poisons.

Ok, well, rather than killing it, though I am sure it is annoying, try putting up owls (a small statue of an owl) near the plants. The owl scares them away. This will also keep you from having dead roosters to clean up ;)

fencing, talk to the owners if not you, if you own them why dont you get a roost and fencing? dont kill them unless your going to eat one and respect age with killing them by letting them live and killing the oldest. its a better thing, besides they will be meatier. i kinda agree with the dude above hear about scencless killing tho.
