Steroid will increase your testoterone level since it is synthetic testoterone, but of course your natural production which is produce in your testicle will shut down causing your testicle to shrink.
One of most natural way to increase is through weight lifting and body building, especially using power/explosive movement such as clean and jerk, however, not more than one hour per session, since more will cause another hormone to be produced.
It is true that testoterone increase libido, the desire to have sex, not erection.

If you want to increase testosterone, try Yohimbee. It's available in most health food stores. Yohimbee will not give you a better erection, but it will increase your libido. In some parts of Africa, the bark from the Yohimbee tree was ground up, and given to a newly wedded man.
If you're looking for a more enhanced sexual experience, yohimbee can give you a boost in that direction, but it won't turn a dud into a stud. The best route to a better sexual experience is actually pretty boring. It involves a good balanced diet, exercise, not smoking, and lay off the alcohol. If your health is marginal, yohimbee won't help increase your sexual vigor.
There is one other thing that will increase your libido, and that is a good attitude towards sex. If your shy, inhibited, feel insecure, etc, the only thing to change that is to change your own self image.
