You should wear knee high boots with a skirt . If you have no arch on your foot and still want to be comfortable, heels should be around 2 1/2 inches, nothing lower, or it would look silly. If you have medium to high arch, its ok to wear 3 1/2 inches. You can wear 4 inches if you find boots that support the ankle area really well, because accidents may occur and you can end up twisting your ankle. Also, make sure the heel is very secure in its place, because I have seen a women break the heel of her boot because her weight apparently pressured down on the heel part.

I rarely wear flats if at all but I think if you are wearing a lower heel you should wear a shorter skirt to keep from looking frumpy. A higher heel would look better with a mid to longer length skirt to keep it from looking trashy.

The highest heel i would wear would be no more than an inch of heel. The heels are already going to be the attention

depends, i try to wear shorter heels because im tall...and i don't want to be much taller. so usually its 2-3 in.
