I don't get the question?? Thank you for the two points! if you can explain a bit more or ask one question instead of three.
"Should we Legalize Smoking?" It is legal to smoke!
"Your friend has Terrible BO?" Okay!?!
"Force him to smell outside in the rain?" Smell what?

Do you see the dilemma?

Have a good day
Blessed Be

P.S. If you want to outlaw smoking cigg's, please outlaw drinking as well!
Sound stupid? Yep! I agree! Smoking is no better for you than drinking! No child was ever abused while a parent was under the influence of a cigarette! No, Mothers and Fathers were killed in a head on collision caused by a cigarette smoking driver! It may smell bad, and cause the person to get lung cancer and any number of problems but they are hurting themselves. If you don't want it around you have them smoke in their cars or outside or in their homes or out of the way of others. But, although I don't smoke I will damn well support smoking over drinking any day of the week!

No to the smoking. That's like asking if we should legalize all drugs. I think cigarettes should be illegal...they stink too.
Give him a gift basket with deodorant and soap and etc. Send it to him anonomously and have someone write on the card - Please use this every day, you are such a super nice person but the personal hygene needs some attention. Or something along those lines. Be tactful.

If you are in power, anything you do not like you can proscribe or anybody you don't like you pass a law against rich landlords with red coats and dogs, or walking chimneys.
