First put in the sum =x/y (to calculate x as a percentage of y)
Then highlight the cell and either:
Go to Format in the top toolbar, Cells, click on the number tab and scroll until you find Percentage. Click on that, adjust the decimal points, click OK.
Or on the icons toolbar there may be a button with a % sign on it. Click that and hey presto!

Say if you want to work out 30% of 70... in the cell you want the answer to appear, the formula would be "=70*0.3" (without quotes).
Excel is also good for simply using the % sign as you see it, e.g.: =70*30%
If 70 is in cell A1, the the formula would be "=A1*0.3" (without quotes)
If you want to ADD 30% on top of 70 (in cell A1) then the formula would be "=A1*1.3"
If you want the % sign, the best way I have found is go to FORMAT > CELLS > CUSTOM (from the list) and type the answer with a %, e.g.: 91% DO NOT use the Percentage category as this ruins it.

Do I understand you want to work out,say, the number in A1 as a percentage of the number in B1?
In the cell where you want the answer to appear, type "= (A1/B1)*100" (without the quotes)
Works for any spreadsheet, any version.

just do
=(cell/cell)
to get a percent you just divide
in new versions next to the sum icon there is a small arrow which drops a box to pick different formulas

Say you want to use 14% select the cell you want to put your % in and then select the E and then the location * 1.14 ex: my total is in A1 the formula would be sum=(A1*1.14)
