It is an anti-estrogen drug and probably the most popular use for a healthy male would be to counteract the use of steroids.

Tamoxifen Citrate is a nonsteroidal agent which has demonstrated potent antiestrogenic properties in animal test systems. The antiestrogenic effects may be related to its ability to compete with estrogen for binding sites in target tissues such as breast. Tamoxifen inhibits the induction of rat mammary carcinoma induced by dimethylbezanthracene (DMBA) and causes the regression of already established DMBA-induced tumors. In this rat model, tamoxifen appears to exert its antitumor effects by binding the estrogen receptors. It is also recognized that tamoxifen displays estrogenic like effects on several sites including the endometrium, bone and lipids.

So this is an estrogen blocker, not destroyer, a blocker: so where is the blockage stored? Men want to use this drug to become more muscular? To not retain fluids? What are the benefits of this drug? What are the consequences (like where all that estrogen is being stored). Does it also increase testosterone levels? This is a wild concept to me, truly. I don't know much about it, read a bit of what Patois attached (thanks) and my immediate response is that anything intended to block the normal flow of hormones will cause problems. There is balance for a reason. Just thinking rationally and logically, there can be no benefit from something designed to prevent your body from working the way it should.

B-B-Mama has given you some very important information.
Couple that with the answer I gave you to your last question.
Put two and two together. Tell your "healthy man" that he's playing a very dangerous game here.
If this is the "healthy man" you were moving in with three months ago, let me highlight the side effects of steroid use that you will be subjecting your children to from this "healthy man":
mood swings, including anger, aggression, and depression
seeing or hearing things that aren't there (hallucinations)
extreme feelings of mistrust or fear (paranoia)
It's Your call. If your an adult you'll say, and do, the right thing for your kids -- and yourself.

Tamoxifen is an oral selective estrogen receptor modulator which is used in breast cancer treatment, and is currently the world's largest selling breast cancer treatment. It is used for the treatment of early and advanced breast cancer in pre- and post-menopausal women. It is also approved by the Food and Drug Administration (FDA) for the reduction of the incidence of breast cancer in women at high risk of developing the disease. It has been further approved for the reduction of contralateral (in the opposite breast) breast cancer.
