I clean all the time things still get that clutter look.

I recommend FlyLady. She is queen of de-cluttering your home and your life. On my honor, my house lost 4,000 lbs of just plain stuff between one move and the next. She'll help you build routines on how to cut the clutter. Happy cleaning! I included the link below.

You don't need to clean, you need to throw out. If you are already organized then when you bring something in....throw something out. It takes daily work to keep things in their place and I assume from your use of the the term 'stay' you have been, but clutter is slipping back in, that's where the problem is for you. If you mean get organized its three piles of stuff, keep, throw, store, with the keep and store piles smaller than the throw pile. Housekeeping is a daily task, that's when you can do it in small doses, if you let it go, it can be overwhelming and for some people, that means its won't get done at all.

Plan a reorganization in your home. Write stuff down and look at different places to put things like putting papers in organizers of shoving the couch about. Draw your new organization of your home on a paper and stick to it. Move your stuff. Done... or not yet? Keep going until you get it right. It will take some time but you'll be the proud owner of an organized house.

With no offense at all, it's a "discipline", a mental issue rather than organizing with containers etc.
To be "ordered" is as much dependant on your entire lifestyle as it is based on what to do with "tangible" clutter.
Cleaning is a good thing, but downsizing is as well. Do we really need to "decorate" areas designed more for utility?
I plead guilty as well, but I'm aware of the trappings of that guilt. I do not "need" to keep salt and pepper shakers, trivets, a cat toy, yesterdays breakfast, and my CD player, on my stove.
I happen to enjoy some "Homeyness" as opposed to anal retentive sterility, but it takes work to clear my mind in a prelude to clearing my counter tops.
I totally empathize, and in all suggestions you'll get here, valid I assume, I suspect they will speak of what to do, not strictly with a thought for you to "think" "How To" and more importantly "Why To"

Sometimes I find it helps to think creatively. Maybe things are getting out of array because the system for storage is broken, and I re-evaluate how things should be organized in the first place. I also try to organize things out of sight, so that in looking around, you see surfaces, not stuff.

There is a difference between cleaning and uncluttering. Go through the stuff that you think is clutter and see if you really need it.

try to get in the habbit of touching things once either throw away or put where it belongs not just set down
