Some nice jewellery, a nice necklace, a charm bracelet, earrings or something. A locket would be nice. You will know what she likes to wear and (hopefully) her tastes. It has to be something meaning for her 21st and something she will treasure forever.

jewellery is always nice, and as long as its tasteful (silver is generally best) it'll suit most girls' tastes. The only problem is that it isnt very original.
If you want to get her something really special, then you have to think about what she likes and her intrests then get something related to that. However, if she likes music then don't do something like get her vouchers, theyre impersonal and she'll think you've put no effort into it. A 21st is an important birthday, so make sure its something she'll remember.
Off the top of my head ill make some suggestions: something handmade and unique but still that she'd use, like a jewellery box, you could take her to the theatre, out for a meal at her favourite restaurant.
I'm afraid, other than that i can't help much as i dont know her.

Liquor
Mixers
Shot glasses
Advil or Ibuprofen
Gatorade
Book of how to make mixed drinks
Crackers
Margarita Salt
A Gift cert to a fast food restaurant that's open after drinking
A hot shirt to wear out
Lipgloss
ETC.....

Get something that brings back memories or inside jokes because wants come and go but memories last. For my brother I got him wooden spoons, a locker and antibacterial hand soap. Walmart has some gift packages. Also this site has some really good ideas: http://www.gifts.com/

Girls of any age like to read, if she's in school/college get her a gift certificate for books, some classes require specific reading material.
DVD's and CD's are hits with that age group too, again gift certificates work best, let them pick it out so you can't be wrong about which ones they wanted.
Alcohol would be the wrong choice even though she is of legal age now, you don't want to encourage her at her young age.

Im only 18 but for my 21st id probably like some expensive jewellery something i can always keep as a memory. and a pink limo takin me to a suprise PARTY!!!!! dont u love suprises?

I'd say being a femail myself something she could use or something that will make her feel special.
And by making her feel special I don't meen sliming body suits ok?
Thay would make her feel special if she brought them her self ok we've got that sussed.
I would say some Jewellry.
or maybe a pampering voucher.
Or you could get her booked in at a hair salon to have a new hairstyle or a new colour.

try getting some customized artisan craft on deviant paintings or etsy. Mystic Marbles on deviantart does extremely neat twine-wrapped rings for way under 30 pounds. i think of she's in her Nineteen Twenties too.
