Actually, the internet was created as a joint effort by the Department of Defense and universities. It fell under the DARPA (Defense Advanced Research Projects Agency).

Depends on what you mean by the Internet - the hardware or the software?
The idea of networking lots of computers together in a fault tolerant fashion came out of a DARPA project.
The idea of exposing information as hyperlinked pages viewable in a browser came from CERN.
