Its Rabindranath Tagore-

One for India and other is Bangladesh. Tagore's "Our Golden Bengal" became the national anthem for Bangladesh.

Actually there is no one who have written National Anthem for two countries.

You have framed the question wrong.

Tagore when he have written Jana Gana Mana , he have no intention of writing a national anthem but it became lately. Similarly he have not written "AMar Sonar Bangladesh" for Bangladesh it lately became so.

He never written National Anthem but two countries adopted his songs/poems as National Anthem. So the correct question would be Name the person whose songs/poems/creations were adopted as a national anthem by two different countries.
