Well they can but it would be wrong.
Much like calling your pet dog a tiger.
You could do it but what would be the point?

JPEG is a compression format used for reducing the file size of (normally) photograph type pictures. TIFF is a graphics format.
If any could be considered a protocol, MIDI possibly could as its a way for electronic musical instruments (including pc sound cards) to talk to each other, in a similar way that http and ftp are ways of different systems to 'talk' to each other

No. A protocol is a method for communicating data, for instance: HTTP = hypertext transfer protocol, FTP = file transfer protocol, and so on.
