There used to be deaf and dumb schools
Now the politically correct terms for deaf and dumb are hearing impaired and speech impaired respectively
So a dumb question translates into a speech impaired question for a person who cannot talk.
There would be two forms written (Braille) and through an interpretor sign language.
The answer is Yes there is such a thing as a dumb question.

I don't think serious questions are ever dumb, but there are people who ask dumb questions on purpose.

yes... that's when you ask without really thinking of the possibility that you can actually answer it and that you need not ask it anymore. a quetions becomes dumb when the answer is already obvious but you still ask the question...

My friend's sister was moving out and she wanted to take the mirror in the bedroom. My friend liked that mirror and told her sister to take the one in the hallway, then her sister suspiciously asked "Why, doesn't the one in the hallway work anymore"? Need I say more?
