Can a website be programmed to kick out a particular visitor?

i was recently arguing w/ a newspaper reporter via email regarding their biases. this went on for two weeks then, i cut him off telling him i no longer would open his emails. now, every time i visit the site, my browser crashes immediately.

They have blocked your IP address from entering their site. Try using other PCs in different locations and you should be able to access their site once again.

Yes, it can. Or to prevent someone from entering. Try accessing him from another computer using another email address for yourself.
