Get rough with it.. sit back on the ground and put both feet against the alloy wheel (dont worry your shoes will only get it dirty). Now with your feet across from each other proceed to kick each side to break it free. That should work, good luck!

get behind the wheel and kick it off, or get a big hammer and a block of wood and hit the inside of the rim(make sure the wood is on the rim and u hit the wood with the hammer) if all else fails get some wd40 or other lubricant spray and soak around the wheelnuts and hub and let sit.

If you mean the wheel from the axle you have to just give it a bit of gentle persuasion. If you mean the tyre from the alloy then you need a machine which the garage has to take the tyre off.

Once you have managed to knock the wheel off (hopefully undamaged and in one piece) make sure you clean off all the corrosion from the wheel and around the stub-axle where the wheel fits, and coat it all with copper grease to stop it seizing-on again. You need to do the remaining 3 wheels as well.
