Nigeria?? You're having a laff, right? They're all to busy giving themselves fake names and sending me emails headed "From The Desk of Mr Um Bongo" and trying to con several million dollars out of me that I don't have. When exactly does anyone in Nigeria have any time to worry about space exploration? They don't have any kind of space program at all do they, manned or otherwise?
China at least probably will get to Mars (or the Moon) one day, but I'd have said the emerging space race would more likely be between them and India (or Pakistan). Their outer space programs are at least reasonably well advanced. I wouldn't want to let the Nigerians anywhere near outer space. If they can't spell a scam email correctly how on earth are they ever going to hope to conquer outer space?

If there is to be a new Space Race, it'll most likely be India v China.
China is in the lead right now with actual space-flights and so on.
However, I don't think we should really rule Russia out of the equation as they never really stopped doing their thing. Their mission goals changed direction yet they're still going strong.
The USA has been in "relax" mode for some time now and has left most of the getting-folk-into-space stuff to the hands of private individuals. As such, if you define "winning" as "getting the most number of folk into space by a set date" than the USA will always lead. They have too many people with far too much money in their back-pockets.

Nigeria should not even be spending one penny on the space race. They should be looking at developing the country they already live in before looking at other planets. Thousands and thousands of people are living in poverty and the infrastructure of the country needs alot of attention. Not to mention the on-going corruption that is rife.
The same goes for India, Pakistan and China

Nigeria actually has a dedicated space program and launched their first satellite about 3 years ago.
The Chinese, however, have been lobbing stuff into the stratosphere far longer and have even sent a dude into orbit.
if it boils down to technology and money, then, the Chinese certainly seem to have an edge.
More importantly, the Chinese are hell bent on reclaiming their historical glory as a technologically advanced nation. If Kennedy's space program is anything to go by, motivation is key to reaching something as economically useless as Mars.
Who knows, the Chinese may just buy over NASA next.

What previous history of Space Exploration does that country have?
India is more likely to succeed at this.
They already have a plan in place to put man on the moon with the USA.
Majority of the scientists and software engineers working at NASA are of Indian origin.
Look it up on the Internet.

Nigeria??? Eh? Please refer to the other answers regarding China and India!
The other part of the question though is whether the international space agencies should compete or work together.
Two competing points of view are:
1. National Prestige. China Vs India for regional dominance and global impact - would they want to work together?
2. Huge cost implications of anything space related - sharing resources.
Strikes me that competition in the space industry is a good thing to keep costs down (!), improve efficiency, and national pride.
But honestly - Nigeria?? I do seem to remember some story about them wanting to get involved in space. but i think its one of the most corrupt countries in the world???
Just realised that a Nigerian Space agency could still be called NASA - North African Space Agency... ho ho ho!
