Vacuum just sucks the insects. They crawl out when vacuum is turned off.

If you have a good vacuum, they should not be able to crawl out. BUT, this is also why you should empty the fill container every time you vacuum.
But, think about it, if you were sucked up with such power, would you be able to crawl out?? lol

No, insects will not die when u vacuum clean 'em. Some weak ones might but usually they don't die. Use "HIT" or something to kill 'em.

No. If there's air they'll live for a while.

I think most of them would crawl out again, but that's just an opinion.

The flea powder answer was good. You can also try a piece of flea collar. Sucking them up does not kill them (here come all the lady bugs again...)

If you suck up something hard behind them to beat them to death - then they can't live -- for example I always suck up cat litter behind whatever I want to kill - sometimes I will use the little pieces of gravel by the edges of the driveway if I don't have any extra cat litter.

the bag in which they are collected must be tightly closed and disposed quickly or burnt. this can help to certain extent.
