"The man smoked a cigarette." is fine.
You may have been thinking along the lines of "The man is chugging on a can of Coke." or "The man is breathing on his oxygem mask."
Maybe the sentece you are looking for is this:
"The man is puffing on his cigarette."
I like that better than "The man is sucking on a cigarette." There's just sumthin that sounds plain wrong about using "sucking". Or "sucked" if you intend to change the tense. "Inhale" is just wrong.
There might be a word better than "puffing" though. How about this:
The man is taking (deep) drags on his cigarette.
It just seems the word "drags" warrants the word "deep." Any suggestion guys?

You do not use the "on". Just, the man is smoking a cigarette (or his cigarette, or, the cigarette).
