Real reason: $$$$$
They gain $$$$$ that would have otherwise gone to VOIP operators (or nobody, if VOIP is free like Skype).
Imagine AT&T seeing all the cable companies now handling phone traffic. You don't think AT&T would complain?
Remember Motorola's Iridium world-phone? They could not get permits in certain countries until they promised to make the phone go through local phone service first, THEN only if there's no local service, THEN connect to Iridium satellite.
It's all about $$$$$.

There is money to be made in telcom, but a bigger problem is voip to voip or voip to computer calls can't be wiretapped. They don't go over the copper phone network. In many countries I'm sure the police have very easy access to wiretaps, and can do them at the drop of a hat. With voip technology it makes it much harder if not impossible for low tech police forces to intercept phone calls. the Same is true for mobile to mobile cellphone calls.
If I'm walking around with a voip handset jumping onto different wifi hotspots they couldn't track me fast enough in a busy metro area. To find my location and listen in on the calls. And with a little VPN technology it is possible to tunnel a phone call from a country like china to a vpn box in Hawaii and dial from there to Europe and china won't be able to know if it voip data or just myspace pages being requested by an American tourist.

It costs $0.021 by Skype to call in 41 countries. Many national telephone exchanges are not comfortable with it - so this is the best they could do, especially in countries where you have intolerant regimes.
