Try to get hold of a copy of New Delhi Telephone Directory and locate his name, telephone number and address there. Alternately, if his number has changed, go to Delhi Telecom (BSNL) homepage. Find a link that gives the telephone number (changed or existing) after you put in information like name, address etc.

It is simple. Ask some other person who is in Delhi to call the local MTNL telephone directory inquiry and request the address of the person after telling the person's name and phone no.
