We use USA as an abbreviation without the of, because the of is not of substantial importance. But some do decide to say the of with the abbreviation, because it makes more sense.

usa just denotes united states america in plain english
the of part has come as something rather defintively because america comprises of so many states together and then it joins them all hence united states of america rather than just usa
