At what bit rate (to 2 significant figures) is the data being transferred? And how do I calcualte this?

3 megabytes = 3145728 bytes,
then divide by 60s = 52428.8 bytes/second
if you want you can then multiply by 8bits = 419430.4 bits/second

This is actually the kind of transfer speed you should expect on a 512kbps connection, the difference is the connection protocol overhead.

3 MB is 3000 KB

so its downloading at 50 kbps

Well there are 1024Kb to a Mb so using that and the time taken you can calculate your downstream speed
