Because the Confederate States of America Lost the civil war. During this time period, Jefferson Davis and other high ranking political minds of the Confederate States had planned, amongst other things, that once the war with the north was won they would march south to Mexico and South America. There plan was to create an "American Empire" stretching the entirety of the two continents, using the central and south Americans as a cheap source of slave labor to work on huge, continent spanning plantations to feed the Citizens in the Northern hemisphere.
However, the north won, and these expansionist plans were forgotten, except apparently by you.

Because it would violate the US's ideals, and be terribly unpopular.
I think a more interesting question would be: would it be good or bad for the people currently living in Mexico, if Mexico were tomorrow to be administrated by the US Government?
For a billion reasons, it would never happen, but it might not be such a bad idea for Mexico to start moving towards joining the US. Seems to have worked out all right for Texas.

No most of them aren't and just what right do we have to intervene in the internal affairs of ur neighbors? Thats waht has put us on so many hit lists to begin with! We are not the model of demoracy, nor the world's policeman, nor law maker.

France already tried this and built roads, railways, and infrastructure. The French appointed governor loved Mexico and they revolted and killed him. The reason they are independent is because Napoleon had bigger wars to fight.

Good idea they have resources they don't even know about, or at least they aren't smart enough to harvest them. I think we should annex Mexico, mkae it about 6 US states, and maybe then the illegals will go home.

because there aren't vast amounts of oil there? Bush can't find in Mexico something that would benefit him and "the good old boys"

Tehn we have to take care of what was once called Mexicans. Think about the welfare checks, social security, improvement of infrastructure, restructuring their legal system, drug enforcement. The cost would be astronomical. Plus it would be morally wrong.
