u need to go to one of the six water spots at route 119 and use a OLD fishing rod to catch a feebas.....it is the most challenging and indeed the most elusive pokemon to find.
Jirachi, you need to download it from a pokémon channel for the gamecube.Nintendo event, which has now long since passed. There are ywo ways to get Jirachi now. Either use a gameshark or you can get it after progressing in pokémon channel for the gamecube.
what the guy said above was not toatally true.....
feebas is a shaggy pokemon.....
super rod- high leveled pokemon
good rod- common pokemon
old rod- rare shaggy pokemon

I answered a question on Feebas before, so I'll repeat the answer.
Feebas is the most elusive Pokémon in the game. It's only found in one route; the route where the weather institute is. I can't remember the route name.
Feebas only appears by fishing with a super rod in the water. It will only be found on 5 individual squares, determined by the catchy phrase at Dewford. Start at the top of the river, get on a surfing Pokémon and start fishing. You'll need to catch about 10 pokémon in each square before you move on, since its fairly common in the 5 squares where it's found.
Here's a bit more information on Feebas. It's fairly useless when you first catch it, having the same moveset as Magikarp. However, unlike Magikarp, it can learn TM's, HM's and inherited egg moves. It has the most unique evolution so far. To evolve Feebas, you need to use Pokéblocks to max out its beauty. Once you've done that, boost it up one level and it will evolve into Milotic.
Milotic is well worth having. It's trait boosts its defence if it suffers a status problem and it has great defences, fairly good HP, good special attack and access to Recover. Teach it Surf, Ice Beam, Recover and Mirror coat (Breed female Feebas with male Corsola that knows mirror coat) and you'll have a powerful Pokémon, but it will need work to get the Ideal Milotic.

There may be others I just can't remember.
