It is pre-ejaculate, called cowper's fluid from the cowpers glands in your lower abdomen. The clear, syrupy fluid is normal, most guys produce some, though some guys can seem to produce quite a bit, and for a long time. Nothing wrong with it, natural juices that flow as a precurser to sexual intercourse to adjust the ph (acidity) of the vagina so the sperm cells in the semen that comes afterwards will have a better chance of survival. Only downside is that in many guys, including me, thinking about sex or seeing pics etc, can start the juices flowing, and the leakage does soak through clothes unless you toss some TP in your briefs. I would have thought that if you are old enough to ask the questions you have posted on Yahoo, you would have a fair idea of why when sexually excited, your penis 'dribbles'.
