Actually you can cut that stone dry with a saw such as I've linked below. It will create a lot of dust, so wear a mask.

Rental stores everywhere have saws like this. They're called either a Chop Saw or Cutoff Saw.

Should cost you around $50 to rent for four hours, plus they usually charge you for wear on the diamond blade.

Actually depending how thick the stone is, you could also just buy a diamond blade for your circular saw and do it that way. It will take a while, but the saw will cut it eventually.

Unless you just want to buy the saw-- I would find a stone person and have them cut the blue stone-- takes specialized saw blade-and handling- check around.
