By area, Hulunbuir (in China) is the largest at 263,953 square km. (See link 1)

By population, Tokyo (Japan) is the largest, with 34.2 million calling it home. (See link 2)

For the person who said Mount Isa in Australia is the largest by area, I offer the following (found at Link 2):

"Mount Isa used to claim it was the biggest:
From: http://www.walkabout.com.au/locations/QLDMountIsa.shtml
Located 1829 km from Brisbane, 883 km from Townsville and 356 m above sea-level, Mount Isa proudly claims to be the largest city in the world; a fact born out by its accreditation in the Guinness Book of Records. The argument is that the city extends for 40 977 sq. km, and that the road from Mount Isa to Camooweal, a distance of 189 km, is the longest city road in the world."

Hulunbuir beats Mount Isa in area by well over 220,000 sq. km.

Several years ago, Mexico City had the largest population in the world. Don't know if they still hold that position or not.

Two of the world’s cities, Seoul and Sao Paulo, have offiicial populations of more than ten million people. But probably there are two or three more cities that can claim to have reached the 10 million mark in 2003. Bombay, Jakarta and Karachi, all had populations well in excess of nine million at the end of the 20th century. (Please note: Our city rankings provide population figures for cities with legally defined boundaries, with recognised urban status and with its own local government. The figures do not take into account suburban settlements or other heavily populated areas outside city boundaries. We describe and rank greater urban areas on separate pages.)
