I have heard that it is legal to counterfit coin like pennies and nickle because it cost more to make them than they are worth is this true. And if so what coins and where is it stated.

No it's not illegal. It's just fine to make your own money. If I were you I wouldn't waste my time making coins (so tedious and so little payoff). Instead, buy a high quality printer and really learn the ins and outs of producing paper money. It will pay off in the end.

No. You cannot legally counterfeit any US currency. The rule is that you can DEFACE a US penny because of it's lack of value. It is the only currency that you can purposely ruin if you choose. Sometimes people cut shapes into them and sell them, etc. You can do it with a penny but not a quarter or any bill.

US coins cannot be counterfeited because it punishable under the law. There are syndicates making use of it as metals since buying the same metals is more costly.
