You can't legally force a person to do anything. If you're looking for illicit techniques, then I would suggest a forum on an illicit website. If you want clever ways to lasso a gal, then being yourself is the only way to go. If you try to be something you're not, you're not going to have a long relationship (which is what I think you intend by proposing).

If you want something clever -- I'd recently seen a guy who proposed to his girlfriend on a forum for a website that she frequents. He used the subject "(Girlfriends name), will you marry me?" All of the busy bodies went to work to get a hold of her and she responded "YES! YES! I love you! CALL ME AT WORK!!"
