I assume you wanted to get - all the flight numbers from a given Airline service, timings and fares for each of the flight - and you wanted to collate that information about various airlines, to display your own listing to the internet users - so that internet users can select from multiple airlines at one place.

If this correct (discard here, if this is a wrong assumption), what you want to do is more like a travel agency service. Just the way a travel agent has access the central computer system (of a bus service, for example), you need to have access to the flight/fare/timings information of the airlines. This as such is not a protected informaiton, but is not available for free. You need to formally approach the airlines with your plans of being a travel agent. That way you can be authorized to take the payment on behalf of the airlines.

If you don't plan to take any payments, but want only to "offer information" to he users, Airlines guys may give you that information too, after all they also need someone who can publicise their services, and internet is one of the means of reaching out.

Bottom line is: expedia (and other) guys would have a prior understanding with the airlines, and they would be provided with flight information in a manner/format to help them display at their web sites.
