Although I've never see it discussed anywhere, the only parallel I can draw is with Superman. In an old animated series, the only way Superman could shave was by using his laser vision. It was the first time I had seen this and thought... "oh, yeah... of course.. he's got super hair and only his laser vision (bouncing it off a mirror) can cut it."
Not sure what the super women would use to cut their hair... depends on their other powers...

Madame Medusa of Marvel Comics (or, just ‘Medusa’, these days) has super hair. She can use her long, long hair as extra hands, climb, fight, travel with it the same was Doc Octopus uses his arms.
