Put a biz plan together (so you don't waste too much unnecessary money). Then you can find a screen printer. My suggestion is to find an exporter in another country and get your shirts cheaper--import them and learn how to do that on a simple order like this, so when you expand you have an idea on how to do it on a larger scale (say you move to tote bags or something else). Usually screen printers will charge you less when you provide them with the product. Another plus is that you can control the quality. Why don't you check out my shop, The Hot Tees? I make my designs, upload them, then sell them on t-shirts, hoodies, coffee mugs, calendars, teddy bears, etc. It takes work and you won't become a millionaire overnight, but it's very enjoyable.

im from australia so i dont know if this will help but try looking through the phone book for printing companies of some kind that make t-shirts, give them your design they'll make them for you then see if there are some stores in your area that will let you sell them in their shop. Start off small then go from there

In some places where they sell souvenirs and in copy shops you can have your photographs printed on things like t-shirts and mugs. This would probably be expensive if you would want more. Another option would be renting the machines.
