How to limit individual connection's bandwidth to a file hosting website?

I run a file hosting website built using asp.net technology. I want to know what tool I can use to put a limite on individual connection's bandwidth, For example like 100KB/sec. There doesn't seem to be an existing solution in .net
In fact, I want available bandwidth to be equally shared among open connections, but the system don't seem to do that automatically.

Even if you can limit the bandwidth, the Uploading ISP may not utilise the 100 KB/sec set by you.
Check at www.auditmypc.com your servers upload/download data. Other websites also available.
