A bit why are the birds chirping when they are working so hard to make a living...
I never heard that expression, then, English is not my language!
I would say that now you ask it, yes, they seem happy especially the rocky ones, the others, well... like someone else says, with all the pollution, I am not sure!

With all the pollution and effluents emptied by factories into rivers, I am sure that rivers are not happy anymore.
