Of course they can! I've read a book by a 14 year old before, so I'm positive that a 13 year old can also! I am writing my own book, and I've asked this question many times before to my own friends, and the answer has always been yes. I have been to book writing message boards, and I see people who are below the age of 13, and they are all writing their own stories!
