Go See Celine Dion at Ceasar's.
Eat at either Rosewood Grill, Panevino, Andre's.
Take a gondola ride at the Venetian.
Walk hand in hand through the Bellagio (make sure to watch the fountains outside) or the Wynn.
Go to a spa (Elemis at the Aladdin).
Have dessert at the Melting Pot.... sure to end the night well!

In Vegas they offer a 30 minute helicopter ride in the evening and you get champange as well. Plan a trip to the spa at the Monte Carlo, they offer a couples package. And paying 1.00 to ride the trolley the entire length of the strip plus going down to freemont is also nice and CHEAP. Remember its not the cost of what you do but HOW you do it and the meaning it has.

Eat at Bellagio, Go to the Paris hotel-to the top. Try the Top of the World restaurant, it rotates, Take a gondola ride at the Venetian, lay by a pool, anything can be romantic if you are with the right person!

Watch the Bellagio Fountains from the top of the Eiffel Tower at the Paris Hotel. It can get a little chilly up there, so you'll want to do a little extra cuddling. :-)

The gondola ride at The Venetian is a must do. Your driver serenades you. It is my favorite thing I did while there a couple of months ago.
