English; Practical Math; Construction skills; General Science; any form of Engineering; as much practical medicine as possible, including birth control, basic hygiene, and alternatives to mass-produced substitutes readily available in the area;

I would emphasize any skills that would would be "practically" applicable.

Yes, it would be different. It would be tailored to emphasize the development of infrastructure within the community/nation.

Quite simply those skills most relevant to the demands of the economy, society and individuals of that country. Let the market determine the most valuable skills by allowing people to make informed choices for themselves. Developing counties will grow fastest when resources are deployed to the highest value. Informed people will do this when the education system is structured in a market setting.

I say teach to the level of the smart people.. because they're the ones who are going to contribute to the country. Emphasize trade school or career oriented training for the average/below average students.
