eg : Can i use you phone.
eg: Have you been using my makeup again ?

Spend - To use your money to pay for something.
eg : I spent all my money.
- To use time doing something.
eg : Joe spends hours on the phone with her.

when you use something it means you have used it and may use the thing again. spend means that the thing you have spend can not be spend again. its gone.

If you use something, it is still there when you are done withit. If you spend something it is gone when you are done.
